Gaither conducted a syndicated qualitative consumer research among PAN beneficiaries. The objective was to identify how their brand preferences and shopping habits were changed during the period when the program was injected with $1,400MM after the September 2017 hurricanes, in anticipation to the additional $600MM that were approved for July 2019 onward.
